The schools that are 100% admission guaranteed are garbage private universities that are a waste of your money. They have bad education standards and very poor reputations with employers. It's also harder to get a study permit approved for these schools. A good example is Canada West.

Any school that is worth attending will not be 100% guaranteed admission.

No public university can guarantee admission to a MBA program. You will need to research MBA programs and meet requirements - IELTS, undergrad grades, GMAT (if required), work experience etc.

No public university would accept 60% GPA for a MBA admission. That's for sure. You may want to score 700+ in your GMAT to even have a chance and GMAT takes time to prepare.

If your ultimate goal is PR, then Ryerson University. (only if you are not from business background)
Very low bar to enter, easy course. Most classes happens after 6:30pm & weekends. First semester (Summer) is fully online.

To get 3 year PGWP, you have to be approved for 16 month program (not 12 months).
Always aim for 3year PGWP. 1-year PGWP is a scam.

He doesn’t meet their admissions standards as his grades are low.

The full-time MBA program that international students would apply to are not on evenings and weekends. That program is catering to professionals working full-time and doing their MBA on the side.

Full-time means ~ 40 hours of study a week. They count joint project work (which hardly anyone does except last 2-3 weeks) as hours too. Its like the best for international students who want PR.
If you want to really study MBA, then go to Ivey.

Their requirements are very low too.
An overall average of 3.0/4.33 (B) or higher in the final two years of university, is required.
That may not be written in stone. Last year due to COVID, they had low enrollment. All those who applied with lower GPA also got it.
Talk to admissions office. They may take a slightly higher GMAT or some years of experience in lieu of that.

When applying for a study permit and applying for a program that involves studying weekends and a few evenings then it is usually pretty clear that your primary goal is not studying it is working. The MBA programs that involve 3 day weekend or every other weekend and a few evenings, etc. allow students to work full-time and work typical professional work hours. If applying as an international student you should apply for the full-time MBA program where most students aren’t also working full-time and classes ate during the weekdays during the day.
