As to the weather, Vancouver would be the place to be, warm, but certainly not dry.
He asked specifically for English speaking cities ,so Montreal and Quebec city can be removed.

Vancouver not much IT jobs.

Alberta going through worst financial times.
Winnipeg is good if you can find a job before moving.

If you want to go for school then go for cheapest school in Canada. If job then come to Toronto (Downtown or suburbs like Mississauga)

Horrendous! From what I have read so far, on national dailies, couples in Toronto and Vancouver are forced to participate in highly competitive bidding war even for renting! They literally have to audition to the home owners. Damn!

Anyway, I guess this is usually the case in any major city anywhere in the world. Best option is to not live in Toronto but to opt for the surrounding suburbs and swallow the cost of travelling up and down to Toronto everyday...in case you work in Toronto. Likewise for Vancouver
