Being stuck on Eligibility Review for three months now

My timeline:
Submission: 15th August, complete application for direct Jan intake
Eligibility review: 22nd August
So far it has been three months without any updates...
My question: Is it normal being stuck on this status that long? When should I expect to receive result?

did submit 2nd or 3rd time?
if so then immediately eli start no wait
 
Guys whoever is stuck since july or earlier. I strongly recomend to send a webform to IRCC asking them for a status update.

Submitted a webform with an updated Loa to January.. In the reply mail, they mentioned application is still under process..

And AIP is nothing but a publicity stunt to keep the students calm. It actually stirs our emotions and provokes further uncertainty. And also my GCMS says my visa has been approved in August. But I haven't received anything after the AIP. How does that sound ?
BTW, what intake have you applied for ?
