Being present in Express Entry pool is equal to applying for immigration?

Hi,

I have applied in Express Entry and in the pool for so long. Does that count as applying for immigration? I am confused about what should i fill in this question

Have you ever applied for immigration to Canada (except in Quebec ) ?
Avez-vous déjà présenté une demande d'immigration au Canada (ailleurs qu'au Québec)?

You are not eligible to apply for immigration until you receive an ITA. Therefore, at this point you have simply indicated an Expression of Interest.
