being partner in company with closed work permit

I have closed work permit and met someone wants to make company for importing and exporting products and offer to be a partner with him , is it eligible to be a partner in Buseiness now ? what are the steps required to transfer my closed visa before Aug which will expire in it? please help me

You can't transfer a closed work permit (visa). If you want to work for a new employer, that new employer will need to obtain an approved LMO and then you will have to apply for a new closed work permit. If this is a brand new company, the chances of obtaining an approved LMO are pretty much nil.

but being a partner is not work , I will own half of this company , so can I do the partnership and then applying directly for work permit or I have to pass to LMO process.

You need an approved LMO to qualify to apply for a work permit. So yes - you need the LMO.
