Being Asked For Information on New Job or Housing

I am a Canadian living in the Caribbean and last December my wife (from South America) and I submitted her application for Canadian residency. The application has now been forwarded to the High Commission in Jamaica.

About 10 years ago while we were dating she previously had submitted an application to visit Canada The visa was denied with no valid reason given. A few years later we tried again and the application was successful with some pushing/input from a Canadian consulate. Obviously we have no idea if she will be awarded residency or not.

We are now being asked for
- Evidence of property in Canada or release of property in current residence or correspondence regarding search for residence in Canada. We are also being asked for
- Evidence of employment in Canada or correspondence regarding job search for employment in Canada.

Since we have no idea if her application will be successful we don’t want to sell our home here and take a job in Canada not even knowing if she can move to Canada. I had previously quit my job and we were making preparations to move to Canada. However given the time it has taken to process the application and the fact the High Commission in Jamaica is involved (the group who refused her visitor visa) has me considering taking a two year offer of employment here and continue to live here in the Caribbean for another two years.

Questions 1) how do I answer those 2 questions from the High Commission and Question 2) would she and I be able to continue to live in the Caribbean and she be able to keep her Canadian Residency if she were successful in her residency application. I think I can get her a job with a Canadian company (while she lives here in the Caribbean) - working at home over the internet. She will be living with me in the Caribbean.

Very simply, they want you, the sponsor, to prove to their satisfaction, that you will return to Canada to settle as soon as PR is granted.
You need to do whatever is required in terms of demonstrating real intent to do this, such as searching for jobs, housing, schools (if appropriate) etc.
If you take up new employment, especially if it has a longer term contract associated with it, you can pretty much guarantee that you will be rejected for sponsorship, as not having a provable "intent" to return to Canada. On that same basis, the implied answer to 2) is "no".

To show your intent to move to Canada like they ask, you should take screenshots of job postings, and have copies of emails of you actually applying for these job postings. If you’re not working right now, write a letter telling them that. You can also mention you have contacts to get your wife a job. Maybe ask your contacts to write a letter for you.
Same with the house, screenshot property listings in Canada online and visit a realtor and get an evaluation on your current home. Consider listing it. You'll really need to show serious intent to move, like @zardoz said, having a two year work contract will be a serious problem.
