Begin new study program after obtaining CSQ in Quebec

My husband and I have already obtained the CSQ under the Programme de l’expérience québécoise (PEQ - Québec experience program) and sent application for PR. Now he has completed his MSc in Quebec and has the option to continue for the PhD program. We have already paid the tuition fee for the first term and sent application for new CAQ, but I just realized today that under the PEQ, graduates are required to join the work force after finishing the first program, i.e. to find jobs, not to study for another degree. Is there any chance that my husband will still be able to get the CAQ and study permit?

Sorry I made a mistake, my husband got the CSQ under the Regular Program for foreign students. Under this program, it does not state explicitly that if you apply for CAQ after obtaining the CSQ, you will be asked to choose between studying and plan to immigrate. However, this Regular Program does assume that applicant is going to join the work force after completing the study program and not going to pursue another full-time study.
