I am very interested to immigrate to Canada, and here my profile summary:

Age: 33 years old
Education: Bachelor Degree in Telecom Engineering
Experience: 12 years (2 years part-time as IT Helpdesk Engineer, 4 years full-time as Network and System Engineer, 6 years as Cybersecurity Professional)
Professional Certifications: 2xCCIE, CCDP, MCSE
English: L:6.5, R:6, W:6.5, S:7 (6.5 overall)
Martial Status: single
In progress Study: MSc in Cybersecurity


Could you please advise how do you see my chances to begin with?

Immigration to Canada is based on CRS score. If you don't have score in 460-470 range you don't stand chance in express. Even PNP you need higher score than 6.5 in IELTS will get you and check whats your noc codes and if provinces are inviting that noc. https://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp

Calculate your CRS score and see if you get high IELTS clb if you can reach 460-470 if not you won't be able to immigrate regardless what the consultant says.

Finishing your Masters degree and boosting your language scores are the two things that can improve your chances.

so my core points are 314, with IELTS 6 overall, while with IELTS 9 I get 419. still under the cut off.

but I noticed that there are 600 points for Provincial nomination,
can everyone apply for it? or it has some prerequisites and conditions?

I also noticed there are 50 points if you get an offer, I assume this is difficult in my case unless I am extremely lucky :).
 
IT workers have a better chance of getting a job offer versus most others. There are also some tech visas.

So from what I got to know, that PNP is the best Canadian immigration program for my case, as Express Entry is impossible, even if I get IELTS 9 all bands.

That's pretty much the case. You'll just have to wait for a province to open up a PNP stream focused on IT NOCs and that does not require job offers.
