BCPNP - Job Offer Form

I have been working in BC for 3 years as a full time permanent employee. My employer will not complete and sign the job offer due to the confidential information requested. As I understand it PNP in BC is an employer sponsored program. Does anyone have any experience with obtaining a BC PNP nomination, whilst a full time permanent employee without the employer completing the Job Offer Form.

Any info on this topic would be greatly appreciated.
