As far as I know, LMIA is not mandatory for BC PNP. If you're in one of the eligible NOC's for Tech Pilot, you may directly apply.

I didn't need working experience for my application. International Post-Graduate is granted based on Master or PHD degree from specific program and university (there is a list of degrees in International Post-Grad flow). Other requirements included intention to stay in BC, that's it.

no criteria for bc PNP. i think it depend upon you luck ,when the officer pick your file and approval.
