Bc Pnp new rules urgent Help..!!

why it is confusing, it is clearly stated that international graduate need to be from public college or university according to new handbook from BC PNP.

I am talking about International Post Graduate category, not about International Graduate.

A master’s or doctoral degree received within the past two years from an eligible program at a post-secondary institution in B.C.
o Your master’s or doctoral degree must be from an eligible B.C. post-secondary institution. (See the Education Planner for a list of degree programs offered by B.C. public post-secondary institutions. See the Ministry of Advanced Education website for a list of degree programs offered by B.C. private post-secondary institutions.)
AND
o Your graduate degree (master’s or doctorate) must be in one of the following programs of study in the natural, applied or health sciences:
o agriculture
o biological and biomedical sciences
o computer and information sciences and support services
o engineering
o engineering technology
o health professions and related clinical sciences
o mathematics and statistics
o natural resources conservation and research
o physical sciences

it is page 18, even though it is said no job offer needed, but you have to qualify with EE, that means you have to need at least one year work experience...

NOC need to be 0 A or B, you can choose CEC or FSW
