I think that as the education isn't explicitly mentioned in the requirements for application in the program guide

you can apply without education.
the only thing - you still have to receive score more than 90 ( or at least 80).
Most of the rounds of invitation has score 90, some of them really random 80, and sometimes it is 100.
Though it depends what program you are going to apply - but I believe accordingly your conditions it could be Skilled worker stream.
