I got my nomination today. The nomination directly goes to CIC. You need to login to CIC and accept it.

Yes, so far it looks like the processing time for both BC PNP skills immigration and express entry - international post graduate are very similar. However, EE will be faster in the CIC stage. Right now, the processing time for EE in the CIC stage is 6 months or less, and regular PNP takes about 12 months or so.

Thank you Yansen Wong for your prompt reply. Really appreciate it. Could you please help me with the following as I spoke to couple of my friends and there is some confusion here:
1) For International Post Graduate category - can I apply under BC PNP skills immigration without an IELTS score? or is it mandatory for both EE and skills immigration?

2) Can the BC PNP application be made from outside Canada as I have plans to visit India due to a family situation? At any point from BC PNP application to the point of receiving nomination, do I need to go anywhere physically for acknowledgement of the same?

1. You can apply BC PNP skills immigration IPG stream, so that IELTS is not required.
2. You can apply from outland, however, you need to show your intention to stay in BC since this is a job offer exempt category, so you need to explain to BCPNP officer and convince them. You need to give your status truthfully.
 
Well just joining in late but below is my status.

a) Complete my masters from Universty of Victoria in Sept 2015.
b) CELPIP exam taken in March.
c) EE (CIC) profile create in April. As i had 5 years of precious experience.
d) 12th April applied under EEBC pnp.
e) Nomination received on 18th April.
f) Accepted the nomination on 15th May
f) ITA received on May 18th May.
g) Application Submitted on 30th May.
h) AOR received on 30th May.
i) 21 June- Schedule 4 requested by CIC.
j) 22 July- Original degree for my Masters education was requested.
k) 22 July- Submitted the original degree.

Application/profile status Open
Review of eligibility Review in Progress
Review of medical results Passed
Review of submitted documents Provided
Scheduling an interview Not needed at this time
A background check is needed Not needed at this time
Final decision Not Started

I am not sure what is the processing time for PNP applications. But is it same for FSW without pnp nomination and FSW with pnp Nomination?
Any help will be appreciated.

Is there any chance I can apply to BC PNP without a job offer or any other province where I can apply?

I don’t have a job offer from a B.C. employer. Can I still apply to the BC PNP?
You can only apply to the BC PNP without a job offer if you are applying as an international student with a master’s or doctoral degree from a B.C. university in the natural, applied or health sciences under the Express Entry BC or Skills Immigration stream.
All other categories of BC PNP Skills Immigration and Express Entry BC require you to have a job offer.
If you are applying in these categories, you must have accepted a full-time and indeterminate (at least an average of 30 hours a week, year-round) job offer in a high demand occupation.

My Master's degree is from UK and the job profile i am looking for is display designing and I dont think so it comes in high demand list. Any other option you can suggest for my profile please do recommend. Thanks.

You must apply EEBC IPG to enter Express Entry of federal part process. Skills Immigration IPG only allow you to apply by paper in federal stage.
 
Just got nominated today :D .
Updated directly to Express Entry profile to accept.
