I see that BC MSP has a rule that wait time is remainder of month ( of landing ) + 2 months so does that mean the MSP forms should reach MSP officer before Jan 31st ( if individual is landing on Jan 28th for eg? ) OR we can mail it on Feb XX and it would still be considered as "remainder of month + 2 moths ) i.e, meds start in April, 2014?

Yes, they will still count January as the month you arrived in. So you should be getting your MSP on April 1st.

Is there any kind of 'private' insurance available to cover the wait period? If so what does it cost?

Kopje, if your spouse already has MSP coverage, she can add you to her account as soon as you get to Canada http://www.health.gov.bc.ca/msp/infoben/pdf/covering-a-spouse-or-child-who-is-an-applicant-for-permanent-resident-status-in-canada.pdf

If your wife is not currently covered by MSP, she will have to complete the waiting period, which means you would too.

There are plenty of private insurance companies that provide different plans of varying cost.

Thank you. Since my wife is living with me in Germany since 2011 she would have to complete the wait period aswell. We are currently trying to figure out of it would be better to get travel insurance from Germany to cover the MSP wait period or if it's better to get a private insurance once we are in Canada for the 2-3 months.

Any thoughts on that?

Sorry, not something I'm very familiar with. Have a search on the forum, I know there are quite a few threads about it.

Better to buy in Canada, less hassle if you need to claim the coverage.
After landing you have THREE day to do that without "waiting period" of couple of days (usually). Or better, of course, to buy it online as said above.

If you are planning on buying insurance to cover the time in Canada prior to MSP coming into effect, you should buy it BEFORE arriving in Canada. That way, there is no waiting period on coverage related to sudden illness. There are no companies that 'give you a few days to this'. If you wait until you are here to buy, there will be anywhere from 48 hours to 7 days waiting period for coverage to begin for any expenses related to emergency illness - there is usually no waiting period for accidental injury coverage.

Also, although it may be an MSP requirement for you to wait the remainder of the month and then two more months before coverage can begin - you want to get your application in quickly (as soon as possible) to prevent any delays in receiving your card back - without the card, you'll find it too hard to get services without paying (have you tried going to a medical clinic without a care card? And then having to say 'I haven't received my card yet'? You won't have much luck with that.
