We're planning to move to BC, Canada early next year from Seattle. Wondering if I can apply for the BC Health Card now so that when we move to BC, we will have coverage? I don't have a permanent address yet but can provide a friends address for the card to be mailed.

Please suggest if the above is an option and any additional details/documents needed that I should be aware of. Thank you.

If you are new to Canada, apply for MSP as soon as you arrive. Your coverage may start three months after your arrival date in British Columbia. You should get private health care insurance while you wait.
 
If you do apply and return to Seattle until you move you are committing fraud. There are residency requirements when it comes to healthcare. Why would you have a 2-3 month waiting period if you could sign up, leave and the return with coverage. The wait period and residency requirements are in place so the healthcare system isn't abused. You are allowed to bring a 90 day medication supply into Canada with you and you should buy emergency health insurance.
