Bank statement problem Any suggestions ???

Hi,
I’ve a real problem my friends, it’s that I couldn’t get the currency (EURO or DOLLAR) here in Algeria, because as you know, I must show more than 18 000 euro which equals approx TO 23000 CAD in my bank account right ?
I’ve heard about a university teacher (in my ex university) has been rejected visa because he has shown less than 17 000 euro while applying for visa after admission in a Quebec University.
I’ve been advised to take an option which is : My brother who is working now in Europe with a good and stable income, he accepted to sponsor me while studying and I’ve read that in this case he must show that he will charge about 1000$/month for me IS THIS RIGHT ? and he will send an official letter to the embassy, but I’ve read also in other forums that he must show about 18 000 EURO in his bank account for this !!!!!!! HE CAN’T SHOW IT RIGHT NOW OR EVEN AFTER ONE YEAR !!! because he has a family and bills ..etc.
So my friends any solutions any suggestions, any one faced this problem before ?? because here all people around me told that it is impossible to find someone or even more than one who hold this money !!!

If you don't have access to this required amount, how can you actually afford to study in Canada?
Maybe you need to investigate alternative education paths in other less expensive places?

but this is the only way for to immigrate to canada as quebec has a faster program for students, and also, am planning to change to college after getting visa because the low fees.

my problem is how can buy the dollar or the Euro ?? is there way via banks for example ?

please experts give me an idea please
