bank statement and urgent family matter.plz guide us

My sister is applying for sept 2013 session in an ontario college .she required a bank balance of 20 lac ,that our mother has in her account and she is ready to give it to her.the problem is that mom and and brother are going for hajj and they need to withdraw 11 lacs for that.later after their return in november 2013 ,my mothers provident and retirement fund is expected to be release from her govt job.so basically my sister wont have any problem regarding money after november.we have already paid her college fee ie 7500 CD $

here the issue is that if we take bank statement of 20 lacs ,as on 20/april/2013 and later withdraw 11 lacs.would it effect her case .i mean does embassy verifies bank statement "as on date" given on statement?
or
it calls randomly to check 'What is the balance today".because they inquire for "today's balance" any time after 20/april/2013.they might get 9 lacs?

plz any quick reply in this regard wil be much appreciated.my mom is waiting anxiously to go to hajj.

first of all tell me from which country you belong?? Secondly try to put all money till medical call then after that make some transaction in 10 day time...mean put money and withdraw it...

officially it should be 4 to 6 months...you can also show 3 months too...main thing is that u will have to show them ur income sources..your sister is also college applicant so it will also be a problem. because embassy prefers university applicants..
