I disagree with you because you're speaking from a CEC perspective. FSW proof of funds states the following:

'The applicant should provide official letter(s) from financial institution(s) which list all current bank and investment accounts, as well as outstanding debts such as credit cards and loans.
The letter(s) must be printed on the letterhead of the financial institution and must include applicant's name, the contact information of the financial institution (address, telephone number and e-mail address), the account numbers, dates of when each account was opened and the current balance of each account as well as the average balance in the past six months'.

The OP has stated that the bank won't provide such letter to her cousin therefore I believe her cousin should then provide 6 months bank statements each of all her account holdings including loans. This is because in addition to having sufficient funds, CIC also wants to see that the applicant isn't in substantial debt. Correct me if I'm wrong.
two corrections:
A) For CEC, no fund is required.
B) She has already mentioned that her bank is not providing such letters, and I only told her things which can make her job eaiser. She can give as much information she can with an explanation letter.
They would want her to mention any loans but credit card is a revolvind debt and unless you carry substantial balance, she would be fine.
