Where did you get this from? Usually that is requested for study permits, not for TRVs.

My mom is in Singapore and applying for tourist visa, one of the requirment is bank draft, my question is Singapore dollar is not acceptable in canada? Do i need to buy bank draft

It is preferred to have the bank draft in CAD or USD. For Singapur dollars you will have to ask in the bank where you will be buying the bank draft.
