Bank account availability during application process

Good Day,

I received my acceptance letter from Humber College (Tuition fee is 12200CAD)and I'm concerned over funds , have about 22000-24000 CAD though I have more in my account , need em for other expenses as I'm an international student in Malaysia and residing here at the moment so I would like to know if I can keep that money(excluding 22000 CAD) in my account or take it. I was wondering if my bank account has to be inactive during student visa process and if the amount mentioned would meet the min requirements.
Additional info : haven't paid the tuition fee yet (deadline being June 29) so what if I apply for student visa first and pay this fee later

Bro its hard to get the visa without fees paid.At least one semester fee must be paid before u go 4 visa .For that wht u can do is;
get ur bank statement first and then make a bank draft on the name of humber college and enclose it with ur application.U dont need to pay to college until u get the visa.

Does it make any difference if we keep the money in bank and showing the bank statement or we have created bank draft in the name of University/College?
Isn't it important to pay the fee in university/college?
What is more valuable for VO?
