I've been stacked at RBVO since August 2011. I enquired on 24 April 2013 about not getting the AOR from SGVO and about the delay in processing. Today I received the below reply through email. However, my eCAS is still RBVO.

The Immigration Section at the Consulate General of Canada in Sydney, Australia is assisting the Canadian High Commission, Singapore process Skilled Worker applications in 2013. Your application has been transferred for processing to our office in Sydney, Australia .
It is anticipated that processing will commence on your file within the next 6 months and you will receive information from our office.
In the event that you have not heard from this office within the next 6 months from the date of this email, you may make another status inquiry at that time.
Contacting this office contrary to these instructions may delay the processing of your file.
If there are changes in your family status eg. marriage, divorce, birth of children, change of address etc, please notify our office in writing immediately giving your file reference number. If an interview is required it will revert to the usual place of interview for your country of residence. Document or passport requests will take into account your local requirements.
