CALGARY — Canada's immigration minister is calling for minimum language proficiency standards, which could help minimize immigration fraud cases emerging mainly out of the eastern provinces.

"Some of the people who have lower language proficiency have come in through these investor schemes that we've had to shut down because they were quite dodgy, and some provinces were allowing consultants to run fast and loose and attract people who had a lot of money but no language proficiency," Jason Kenney told reporters Thursday, while providing an update on the federal government's Provincial Nominee Program.

Kenney recommended that the Canadian government work more closely with provinces to step up fraud prevention efforts and eliminate "bottom-feeding, unscrupulous immigration agency consultants," many of whom use fake documents and line up fake jobs to take advantage of the system.

By setting language proficiency standards, the nominees selected are also more likely to better serve themselves, to succeed in their employment and, in turn, benefit provinces and territories economically.

Meanwhile, Kenney also highlighted the successes of the Provincial Nominee Program, which authorizes provinces to nominate individuals for permanent residence who meet specific regional labour market needs, such as engineers or tradespeople.

The Provincial Nominee Program, now the second largest economic immigration program after the Federal Skilled Worker Program, has grown nearly sixfold since 2004 and currently accounts for more than 36,000 new permanent residents per year in Canada.

A recent study, which looked at nominees admitted between 2005 and 2009, revealed that more than 90 per cent declared employment earnings after a year in Canada, and after three years, had an average income that ranged between $35,200 and $45,100. About 70 per cent found a job that matched their skill set.

As well, the program was able to spread nominees outside of the major metropolitan areas of Toronto, Montreal and Vancouver, with 26 per cent of all economic immigrants destined for provinces outside of Ontario, Quebec and B.C. compared with 11 per cent in 1997.

However, provincial retention rates varied significantly across the country, from 23 per cent in the east coast compared with 95 per cent in B.C., Kenney said, adding: "This issue merits further attention."

The report also recommended that the federal government work closer with provinces and territories to get businesses involved in the recruitment of people from overseas and to have jobs lined up for people when they arrive.

Alberta Human Services Minister Dave Hancock said the province doesn't have set language proficiency standards in its program, but he's confident most if not all nominees in Alberta have the necessary language skills to work here.

He added Alberta doesn't really have a problem with fraud cases within the nominee program here.

However, he said his main concern with the program is that Alberta's allotment has been capped at 5,000 for the last few years, which will remain the same this year. But he estimates Alberta needs up to 10,000 positions to deal with the province's labour crunch.

"We're going to have a skills shortage and this is one of the best programs from an immigration perspective to ensure we have a targeted way of bringing people needed in Alberta for the economic growth that's happened," he said, adding the province is facing a shortage of 114,000 skilled workers over the next 10 years.

Hancock said his department has been discussing with the federal government to have the cap lifted. But at the very least, he'd like to see the allotment raised to a minimum of 6,000.

Citizenship and Immigration Canada plans to admit 42,000 to 45,000 immigrants through the Provincial Nominee Program, including spouses and dependents, and has given provinces and territories the same overall nomination allotments from 2011.

That people are very confused they think if its better but all time cic tell us (if you send any mail)" without our request don't send any thing without your address and family update change and if need any more data we will request you.

Same visa officer operate 2006(hole document need submit ) 2007(simplified applicant)2009 and pre june2010 and post june 2010 also MI-1,MI-2,MI-3 so all time they tell if any document you sent please send cic letter copy also so if you now send any document to cic without there letter they will confuse because now they get only reply all update document pre june2010 so if get your update without there request letter and if visa officer thing this is pre june file your file also may be refuse.

Without they are request(except address change and new born baby or get new certificate) no need to send any thing.
if send any thing they will confused about your file. If we are all time doing this its another problem is our current all file will be delay to process. This is my view so you take your decision what you like best.

Dear Jafar,
For old applicant timeline is really unpredictable right now. The document request by 2nd letter may come at the end of this year if our fortune favor as the process become very sluggish at this moment.
About hundreds of thousands applicant become backlog from 2006 which will be great challenge to process for CHC at this time.
So be patient, I believe after Oct 2012, it may be assessed whether 2nd letter can be received or even delay more.

If you are reading this post, I assume you are about to make the final leap in your relocation process. The focus of this post is to help giving a first-hand info you might need in choosing the right place in Canada to LIVE. Whatever suggestion I render here is by experience of which, however, could be significantly different to other people's. Also, you should know that this is a case by case issue, it may not be appropriate to generalize. Ok, let's get cracking.
I should start by giving you a bit of my experience. This will also help you. When we arrived here about 14 months ago, our arrival point like so many others is Toronto. We were there for like 2 days. It was so beautiful and enticing. However, we moved to Windsor (4 hrs from Toronto) bcos of a family friend there. I searched for work for almost 6 weeks. The closest I got to a job was an interview at Tim Horton's (courtesy of a lil connection). Bcos of the fact that OHIP will not be active till after 3 months n we were asked to pay out of pocket for my baby's delivery which might cost an arm n leg; we moved to Edmonton without knowing anyone. We arrived here with our pockets almost dried up.
Long story short, we got here in Edmonton, AB. and found a church. They hosted us for 2 weeks and we found a place of our own to live. I started my first job 2 weeks we arrived here. I found my present job 6 weeks we got here.
Ok, enough of my story. Let me give you some clues:
1 If you are deciding where to live, you might want to consider other smaller cities that have potentials. Cities that are not yet saturated like Toronto, Vancouver, Montreal. In fact, I will suggest you should consider provinces like Alberta, Saskatchewan and Manitoba.
2 Prepare to do any kind of job at first while you work on your credentials (going back to school etc)
3 Connect with the right people. Find a local church or mosque that can give you more info about how you can quickly settle.
4 Be strong and courageous. The system is made in such a way that every serious and rational person will scale through the first hurdle of settling down.

MPNP Foreign Skilled Worker Backlog Reduction Initiative

The MPNP has launched Foreign Skilled Worker (FSW) Backlog Reduction Initiative in partnership with CIC as a means to alleviate the backlog of applicants under the CIC Federal Skilled Worker Program.

To be eligible for the MPNP FSW Backlog Reduction Initiative you must have received a letter of invitation from Citizenship and Immigration Canada (CIC).

If you received a letter under this MPNP initiative, you must file your application on or before June 30, 2012.

You will receive an invitation letter to apply under MPNP Foreign Skilled Worker Backlog Reduction Initiative if you have a pending FSW application filed before Feb 27, 2008 and that you indicated Manitoba as your destination.

Solution to FSW Backlog?

In his speech at the Economic Club of Canada Event last week, The Honourable Jason Kenney, P.C., M.P. Minister of Citizenship, Immigration and Multiculturalism mentioned three ways they are exploring to reduce the immigrationn (FSW) backlog.[/color]

There's good news and there's a not so good news.


We are exploring ways to reduce the backlog further. For example, we are launching a pilot project that will allow provinces and territories to “mine the backlog” – in other words, to review the applications in the backlog and nominate those applicants they think their economies need now. We are also informing some applicants stuck in the federal skilled workers backlog about possible opportunities under the Provincial Nominee Program.

We are also considering ways to obtain consent from applicants in the backlog to be considered directly by Canadian employers for employment. With job offers in hand, applicants would see their applications processed on a priority basis.

This could mean, if implemented, those whose applications were filed before February 27, 2008 will all be returned unprocessed.

UNFAIR! You may shout out in protest. Imagine if you have been waiting since 2004 only be told 8 years after that they will not process your application. To say it is unfair is an understatement. Then again, this is just a proposal and may or may not be implemented.

I have applied at age of 28 in 2007 hopefully I may get call from VO 2020 ;D. it seems that Canadian government like to recruit old aged person. ha ha. 8) The average age of living person is 60 to 65. If so, then the entering age will be to land in Canada at age of 45-50.

How he or she will make him/herself settle with job and others.

So, we should not discuss forum about so called good news from government press release........... :p

Oppose the decision made on 29/3/2012 about the proposal to return all the applications filed for permanent residence in Canada under Federal Skilled Worker (FSW) category before 27/2/2008 is very frustrating for the prospective immigrants who have waited patiently since long years for their turn to come up and has left them devastated and hopeless in the end.
