I agree that Quebec has special rules when it comes to immigration. They have special rules when it comes to everything (language police anyone?).
I still stand by my comment that all of the provinces are free to change their provincially controlled immigration programs if they feel these programs are no longer meeting the desired objectives. I also think we are due for more changes from Quebec since far too many immigrants are migrating through Quebec-based programs and then immediately re-locating elsewhere in the country. Too many are using Quebec as a vehicle rather than a destination. Sooner or later Quebec will do something about this.
As we've seen from the stoppage of the federal parent/grandparent immigration stream, the elimination of the Alberta PNP family stream, this year's changes to the FSW stream, etc. - the only thing constant about immigration rules is change.
Ofcourse, Quebec can change it's immigration policies anytime, the moment they feel it's no longer meeting the desired objectives. I stressed ONLY on the GREATER AUTONOMY enjoyed by Quebec, and their policies are completely independent which can rarely be influenced by the Federal govt.
Indeed, at Master's and Phd level there are immigration programmes of Sask. and Ontario, which are not employer dependent .
But, when I said - "only student immigration which is NOT employer dependent", I meant: a long-term regular student stream immigration programme, applicable to ALL graduates (not just for specific Master's or Phd) which is absolutely at no stage dependent on employers and has no stringent conditions attached to it (like showing large sums of money) nor is some kind of temporary pilot programme with limited intake, that may stop anytime.
Yes, I couldn't agree with you more ! Many people are using Quebec as a vehicle rather than a destination. But I think, before realization.. for Quebec and it's people... comes "their pride" of French culture, heritage and to preserve their language and Quebecois way of life at any cost.. and their indirect hostility towards the majority of Anglo-Canadians and Anglo-Canadian favoured federal policies (which they think, treats them unfairly)... and thus to keep a steady inflow of future "French/French speaking" immigrants... they are willing to let in, more people who can speak French. Can't really blame them...can we?
And smart immigrants are exploiting this Loophole... to get a comparatively easier passage to Canada via Quebec.
Sadly, Quebec in it's haste to promote French, is missing a very big point... i.e "culture" unless one is born there or has been living there for a long time (with an open mind and actual love for the culture/language).. cannot come easily to everyone..and just speaking French is in no way the only factor to become part of Quebec society. Rather they should focus more on actual skilled immigrants, who will actually stay and help prosper Quebec. As there are "French speaking" countries in Africa or a Caribbean country like Haiti... whose natives have absolutely no connection to the French culture or heritage, except for the language which has been handed over to them by their former French colonists. And majority of these immigrants often end up doing semi-skilled/unskilled class jobs or driving taxis in larger cities of Quebec!
Today, it's compulsory to learn basic A1 level DELF French.. tomorrow they may make DELF B1 level intermediate French proficiency as the minimum standard. Change is inevitable.. either through this or that.. but Quebec's love for French language won't change... until...maybe the Franco-phones become minority in Quebec!
