Hi Zardoz,
Does this implies to all LMO applications or Visa application as like mine?
Only LMO applications in the "Food Services Sector", at the moment.

I get the definite impression that there is a lot of activity to "clean up" the Immigration scene.
First we start to get certain NOCs banned from CEC. Then there is the "Express Entry" system coming up. Now, the TFWP is being targeted. This isn't including all of the Family Class sponsorship changes as well, such as the much tighter requirements for PGP sponsorship. And of course, the icing on the cake is the C-24 Bill.

It's because it is a popular topic among voters. What people don't get is that it is a popular topic across all political sides. Some people think if the Conservatives lose the majority (or worse) in the next election, that things will be reversed. It's not that easy. The Grits and NDP will be cautious. Even with C-24, both parties were measured in their response. They know which way the wind is blowing these days.

it's sad as this very same "tactic" was used by politicians when we were based in Singapore in 2010.Very same issue that Temporary workers are " stealing " the job from the locals.Well it's an effective way as that party have seated more on position because of this. Then getting a work permit after that has been very difficult.

I am working on the skilled food service sector and even though I have a PR application on process and my WP will be expiring end on 2015, I still feel a bit worried on the uncertainty for us.I just hope that the good side of having TFW here in Canada will also be into consideration.

Will this also affect the ongoing open work permit application of spouses having wp in food service sector? :(

I guess that depends on whether they have an approved LMO already.

I have just reread the announcement and noticed the bit that I have highlighted.
As a result, I am announcing an immediate moratorium on the Food Services Sector's access to the Temporary Foreign Worker Program. Accordingly, ESDC will not process any new or pending LMO applications related to the Food Services Sector. In addition, any unfilled positions tied to a previously approved LMO will be suspended. This moratorium will remain in effect until the completion of the on-going review of the Temporary Foreign Worker Program.
That implies that if an LMO has been approved but the job has not yet been filled by someone holding a work permit, it will also be suspended. If that is true, it also implies that the work permit will not be issued.

I suspect the announcement will not affect him, YET...

Unfortunately everybody on TWP unreal Food services sector is on hold.I have a friend coming here on May and we were a bit concerned on the statement that indicates

Accordingly, ESDC will not process any new or pending LMO applications related to the Food Services Sector. In addition, any unfilled positions tied to a previously approved LMO will be suspended.

Meaning they can still suspend approved LMO as stated in the second statement?

That's how I read it...

I doubt they will terminate the program. It is under review. Afterwards they will bring it back. After closing any loopholes and making the process stricter. It will make it tougher no doubt. But if you have a legit LMO approval, I think you'll be fine.

Hopefully it wont really affect my ongoing sowp application, though Ive been waiting for more than 4 months now for the result. I just hope, before they make any final decision of making this worst, my application would already be approved.

For a SOWP, you don't need an LMO, so I don't see how it would be a problem for you anyway.

I think all we can do is hope for considerations like those who have already got their lmo or on process already. Ive'd been in that situation that you have bet everything you have just for a work permit. It can't imagine how difficult it would be.

It's entirely possible that the sentence in the announcement relates to employers that have an existing, pre-approved LMO "up their sleeves" for when they need it. I think Tim Hortons does this, for example.
