Yes, I seen that, too. I think it's a whole lot of CIC blowing hot air up their own skirt ;)

I'll await the 2013 data next year before I come to any conclusions -- CIC is known for it's PR. We may sponsor my mother in a few years down the road, so any improvements would be welcomed.
 
Yes reduced 40% because they disqualified applications 10 years old.

They're also referring to Parents/Grandparents + Economic/Skilled worker classes, not Spouses.
