Background Verification for Applicants since Nov 2023 and onwards

Most of Nov 2023 applicants have their test done but background still in progress. Anyone know what's the reason? Did IRCC change their procedure?

I mean...maybe but it looks like the vast majority of November appliactions havent passed BG so it must be a procedural change.

My AOR Oct 31, same BG under process. Fingerprint delivered on Dec 12.

I have nov-23 AOR and nothing has moved. BG in progress and test not invited
