Following up with CSIS
If you think the background check is taking too long, first you must ensure that your file is indeed with CSIS for the background check. The easiest way to do this is to call the CIC call centre. Alternatively, you can order your FOSS notes.
To follow up with CSIS, you must forward your complaint in writing (in a formal letter) to the Director of CSIS at:

Alternatively, the fax number for the director's office is: +1 613 231 0437
The director must respond to your letter within 30 days of receipt.
If you are not satisfied with the Director's response, you can then submit another complaint to the watchdog agency that oversees CSIS, the federal Security Intelligence Review Committee (SIRC).

I wouldn't complain. But I would consider faxing them a request to see if your bg check has been completed. I've read of people doing this before and discovering the background check has already been completed. You will prob need to provide a piece of ID etc etc.
