Background Check .Urgent HELP !!!

Hello guys.
when i linked my application on my background check was written next step is to conduct a background check and after i submitted schedule A and PCC it passed Not applicable.
Is it normal that Background Check says not applicable...What does that mean.Can it be a technical issue on my cic account-?
