Hello, please tell me that what does it mean background check not applicable? I am asking for one of my friend from. His IRCC portal has changed to this and eligibility is also completed but in IRCC portal. Any help would be highly appreciated

it means that it's not applicable at this current moment.
So background check hasn't started.

Ok thanks for the reply, does it mean they will process the application without background check? Because the applicant is almost Waiting for 9 months it is so long.

No. It means that they haven't started your background check.
You can request for GCMS notes or send web form to enquire your application status.
