Hi,

I am currently in the process of applying for sponsorship for PR. I have lived in 3 countries (USA, UK, Poland) for more than 6 months in my life and my understanding is that I will need to provide police check for each of those. USA/FBI check takes at least 3 months to process but I would prefer to send my application as soon as possible. Is it possible to send an incomplete application (with UK and Polish background checks) and then add USA one when asked for ?

Additional info: we are applying through outland process and my partner who is Canadian citizen will be sponsoring me.

Hi

Yes, many people do that. Include a letter of explanation and proof that you've applied for the FBI certificate.

Will it significantly slowdown my application assuming I will receive the background check around 3 months after I send out the initial forms ?

No. By the time your sponsor is approved and your app is transferred to your VO, you should have the PCC and be able to send it in.

Thanks, this is very useful.

Should I send the background check as soon as I receive it or should I I wait until I am notified by CIC ?

You don't need to wait for the request. Send it once your app has been transferred to the local VO.

When you get your AOR (generally takes about 60 days) you'll get an application number. Make sure you include this with the PCC submission.

How does CIC do criminality check for those countries which are unable to get PCC from?

My wife stayed in Burma for one year and she could not get a PCC since she did not live there anymore. CIC acknowledged this and exclusively wrote this on their website:

"Certificates cannot be obtained by non-residents. If you no longer live in Burma (Myanmar), you are not required to provide a police certificate from Burma (Myanmar). If you are asked for a police certificate from Burma (Myanmar), write: “I cannot provide a police certificate for the time I spent in Burma (Myanmar) because certificates are only available to people who currently live in Burma (Myanmar)."

What I'm trying to ask that is CIC going to use their own "channels" to check my wife's criminality in Burma (and thus delayed our case)? Or they'll just give it up? Her background check was in progress for about 2 month and it seemed non-stopping.

I knew someone who did background checks for the army. They had a certain amount of money they could use to conduct the checks. If preliminary checks seemed fine, they didn't bother looking much further. I am assuming CIC and CBSA have the same approach. They will conduct their own searches, but probably not in much detail if everything seems fine. It will mean the application will take a bit longer, if you needed police certificates from certain countries but could not get them.

Our application has been transferred to Ottawa as I have been given sponsor approval.

We have our FBI check with us, although we submitted our application with a letter explaining its absence and proof of submission. What is the fastest and best way to get the FBI check to them and into the right hands? Her papers are processing in Ottawa.

Fastest way is to scan them, then attach the PDF from the scan to a case specific enquiry email. I think you'll need the application file number and/or UCI of the PA.
