AICTE approval is voluntary and not mandatory. Now technically the body has to be approved by the country regulators in order to make the course or university eligible enough (As you know there are many fakes in the county). Now ISB is in world's best 20 MBA institutes so it might be an exception for it. But the Visa officer do refer to the list given by Indian authorities so that they can judge the viability of the college and the course. Now in India, every body is aware how AICTE is and how does it work, so no comments on it, but the list is referred by the New Delhi CHC.

are you sure about what you are saying? no matter how AICTE functions, it is the governing body of higher education in the country and comes under central government program. Their rules are pretty strict and it is not that easy to get an AICTE approval. I have 1st hand information on all this.
I am sure about its recognition is voluntary as a college or university has to apply for it and I am aware of such norms that they are very strict, (but only on papers) still they are strict.
Am sure when CHC, ND asks for a list of colleges, Govt of India provides them a list of colleges approved by AICTE. they definitely cannot go by the rankings given by business magazines. so, giving anything apart from IIMs will be prejudice. so, either they give 1 or they give all.
Completely agree with you on this.
In case of degree MBA, the university issuing the degree should be approved by University Grants Commission (UGC) and the MBA course be approved by AICTE, then it will be considered. Note that the state approved universities that do not come under the umbrella of UGC are generally out of scope of CHC unless that university has liaison with CHC.

Hence, the diploma MBA is a black hole as far as CHC is concerned. either they consider XLRI, IIFT, NMIMS,MUDRA,Wellingkar,SP Jain at par and consider them.. or they dont... degree courses like NMIMS, Jamnala Bajaj, UBS Chandigarh are definitely going to reward 25 points.
IIMs could be an exception because they are a central government funded program.
central government funded programs can be tricky. I have read it on this forum only that somebody applied under hotel management and the institute was either run or approved by central government but his application was refused, so I am not sure on this one.
so, i'd appreciate if you let know the source of the information that you quoted.
Why I mentioned this information is because its as per my understanding that the visa officer might over look the case with some one from ISB since its internationally recognized by corporates and in markets and other universities. Now the discretionary power I am talking about it taken from Operational manual, and its only as per my understanding that the visa officer might give it a go ahead. Its just my opinion(On the go ahead)
Rupesh, ISB is a 1 year diploma. it's highly unlikely that it will draw PG points unless the govt decided to recognize it at par with IIMs
