My European born daughter lives in Dubai with her Tunisian husband and is due to give birth in Dubai. Can she register baby at the Canadian embassy for citizenship? She is a Canadian citizen thru me as I am a born and raised Canadian now living in Europe.

Not at this time. Under current rules she is not a citizen by birth. However we are expecting these rules to change in the coming months.
How much time has she spent in Canada? That will likely influence if she can pass down citizenship.
