Good day,

I have searched the forum for this topic, but could not find recent responses i.e. after the 2009 and 2015 Amendments to the Citizenship Act.

1 - Will my new born baby be granted the canadian citizenship at birth?
2 - Will it be any different if she was born in Quebec?

1. Yes.
2. It's the same no matter where your child is born in Canada.
 
I am international student and have 2 boys were born in BC and have dual citizenship ( Canada+Saudi)

I too have another question related to this,
My wife is on Student Dependent visa, How are the medical expenses for a non-citizen/non-pr.

She should have a visitor record, in BC she can get MSP with that but don't know about other provinces
