You would first need to apply for a Certificate of Citizenship for the child. Once you've submitted that application, you can then immediately apply for a limited validity Canadian passport for your child.

If the country you are in is visa-exempt and will grant your child citizenship (double check, as most don't grant citizenship unless a parent is a citizen/resident), then by all means, get that passport and then apply for the Canadian Certificate and passport once you get to Canada.

As said above, Colombia is not visa-exempt. If the child can get a Colombian passport, your only other option would be a Facilitation visa. I'm not too familiar with that process and would advise that you just submit the Certificate of Citizenship app and apply for the child's Canadian passport.

You can read about this here: http://www.cic.gc.ca/english/resources/manuals/bulletins/2009/ob154.asp

Either you apply for a citizenship certificate and a temporary passport for your child through the embassy or you get the child a Columbian passport and apply at the embassy for a facilitation visa.
