Hi,
Yes you are very well eligible to APPLY, for a Masc (Research based) or M.Eng (Course based) Master's degree in CS/IT/Electronics/related field, provided you meet the minimum admission eligibility criteria.
Most Canadian universities need atleast a minimum B grade or minimum 60%-65% (depending on the university) in final 2 years of a 4 years Bachelor's degree for students from India, Pakistan, Bangladesh, Nigeria etc. and an IELTS score of 6.5 overall (with no bands less than 6)(some top grade universities may require IELTS score of overall 7)/ equivalent score of TOEFL also accepted in most universities for being eligible to apply to Master degree programs. Usually good/mid level universities require on average 70-75% (can be much more for top grade universities) in final 2 years of one's B.E/B.Tech degree, to get admission into their Master's in Engineering programs.
Marks in Bachelor degree /B.E/B.Tech is perhaps, one of the most important factor in getting selected to Canadian Master's in engineering programs.
Canadian universities (in most cases), atleast for Master's in engineering degrees, do NOT require GRE.
Research based Master degree programs are much more competitive, where one needs to find supervisor, write minor thesis (which usually leads to Phd/ research career) and in most cases these research based degrees are either fully or atleast partially funded.
Here's the list of ALL recognized Canadian educational institutes (universities and colleges) eligible for OCWP+PGWP, listed according to province:
http://www.cic.gc.ca/english/study/institutions/participants.asp
You can see general rankings of Canadian universities.. not accurate but gives you an overall idea.. as to which universities are reputed:
www.4icu.org/ca/
One can shortlist Master programs at Canadian universities as per course content/specific degree (matching his/her long term goals) keeping in mind univ./program reputation/ranking, and of course other things such as location (specific province or city), more affordable tuition fees , grants received (usually for research based degrees) or immigration/PR laws.
Hope it helps.
