AVR Rule when dropbox request was refused

I am a Canadian PR holder. I applied for H1B stamping in Toronto. The website determined my case to be a dropbox application. I sent my passport+docs to the consulate, after couple of weeks I got email saying that my case doesnt qualify for a dropbox (apparently because of new employer).
I have now booked an appointment for next month. I am expecting my passport back in couple of days. Can I use AVR to travel back to the US on my existing I-797? Since I have not attended the interview nor has my case been put in Administrative processing I am assuming I can but I am not sure. Has anyone been in this situation?

I dont think you can use AVR per https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/visa-expiration-date/auto-revalidate.html

Thankfully I got an appointment for Dec 19th so I didn’t have to try using the AVR. But I think this was a grey area for AVR, as they rejected my Dropbox request without processing anything.
