Authorization to return to Canada once refugee claim is denied

Hello,

My husband and I were asked to leave Canada in 1998. As our children are in Canada, we have tried to apply for a visitor visa a few times and they were all been rejected. In the last rejection visa they mentioned ARC (Authorization to Return to Canada) is required so in June 2016 we applied for temporary visitor visa and included an ARC letter explaining that we would like to come to canada to visit our children and attend our child's Wedding ceremony. In August they asked us to pay the ARC fees (800 in total).
My question is, when they ask for the ARC fees, does this mean that your application is approved?

I appreciate if if someone who has gone through the same experience tell me how long it took and what result they got.
We simply just want to be able to enter Canada again.
