authenticity of work permit processing agents

Please I needed some clarifications, I had applied for a job at a company in canada and they replied to me that my application is under process and that proceed with the payment for my Work permit processing fees with contract of the fee receiver that should be paid through Western union. I Wanted to find out that is this an attempt of a scam or it's the right process ?
