Austrian Citizen wants to move to Canada

Hello,

Currently I am studying in Austria. Next year in September 2013, after I have graduated university, I plan to move to Canada.
In order to get the permanent residence visa I want to apply for the Federal Skilled Worker Visa with arranged employment (+ LMO). The processing time, to receive the permanent residence card, needs up to one year, but the HRSDC for the LMO just accepts applications a half a year before the work actually starts. That’s confusing.

Which options do I have as an Austrian Citizen?
1) To apply for the permanent residence visa now and hand in the LMO a half a year later?
2) To wait now, over a half a year, till I have the LMO from my employer and apply afterwards for the permanent residence visa? However, then I may have to start my work, but I do not have the residence visa, because they will need longer than a couple month.
3) Or should I, after I have received the LMO from my employer, apply for the work permit at the Port Office Entry (and not for the Federal Skilled Worker Visa)? How long could I work in Canada with that work permit?
4) Or is there any other option or a better way?

Always good to see "real" Europeans applying to move to Canada, we need more of these coming over here. Believe me, the "environment" is changing, if you know what I mean....

Anyway, you have a few options. I would apply for Perm. Resident visa and same time for a work permit. You can come work in Canada and same time wait for your resident visa to go through. Also don't forget, you can come visit Canada without a visa, just your Austrian passport in case you need to come find a job first.

First, thank you very much for your reply.

My first plan was also to apply for a PRV as a ‘federal skilled worker with arranged employment’; otherwise I don’t have enough points. So I asked my employer to apply for the LMO and the office told him that he can’t apply for one now, he has to wait a half a year, because the work would start in a year. However, I have to apply for a PR now, because the processing time for the PRV needs up to one year, but I can’t receive the LMO now. I need the PRV in a year, because just with the LMO, I’m not allowed to work. How should I continue?
What options do I have in order to apply for a work permit as an Austrian Citizen?

You can't apply for PR without the job offer/AEO. If you apply for PR without a job offer, your application will be rejected.

Check out the working holiday visa program. This might be an option for you if you fit the age, residency and education requirements.

I'm 23 years old. I have more than 1 year of work experience and I will graduate from university with a degree. However, the working holiday visa doesn't work for me, because I'm from Austria. I can't apply for one. ...That's really frustrating for me.
Do you have any other suggestions?

You have to be patient. Any other options will take even more time.

That means for me:
First, I have to wait over a half a year to get the LMO. Then I fly to Canada in a year and through the positive LMO, copy of the signed contract and a payment of $ 150 fee, I can receive the work permit at the port of entry (or is it better to apply for the WP online?). After a half a year I have to cross the border and reenter Canada in order to get a work permit again. Then I can keep on doing that or apply for a permanent residence visa. Is that correct?

Why would you wait half a year to go to Canada after you get the LMO? You can go right away but you can not wait so long that your LMO expires. As you arrive in Canada, apply for your work permit on entry. In some cases, you get 1 year, 2 years etc.

I do not why you think you must cross the border again in 6 months in order to get a new permit. When your permit is 3-4 months from expiring, your employer needs to start working on getting a new LMO. After he gets the new LMO, you simply apply to renew your permit. You can do that online. Do not have to go to the border.
