AUSTRALIA REJECTED ONCE AND USA REJECTED TWICE ..HELP ME WITH SOP

Hi friends any help would be highly appriciated
my profile is:
Ielts-6.5
previous bachelors percentage : 73% (electronics and communication engineering) -2016 pass out
later i did core java and php for a 6 months period.
I have applied for lambton college at toronto for the course Mobile application design and development. should i mention my history on sop or mentioning my history on application form is enough ?
and the reason for my refusal was 214(b). put in all your suggestions.

As per your profile, you should do masters in electrical and computer engineering. They might refuse your visa because of your previous education and refusals of other countries and stamp you as not bona fide student.
