Yes I think you can mail to Ottawa about your situation. I know few people who did that and CPC helped them in this situation.

Whats the processing time for PR applications?. AOR 10th August 2017. They asked me for additional travel history on Sep 8th. Its been more than 4 months now. I had my lawyer do the application work for me. Should i be worried or does it usually take longer than normal?
I just got approval! Only took 13 days from delivered to approved. Just have to wait to receive COPR now
When did your passport arrive Ottawa? Mine arrived on 15th and still nothing has happened.

WooW so quick, congrats. Mine will take some time. Mine got delivered to them on Dec 29th.
No wonder! Visa exempt country does not need a visa. The visas in queue to be printed is the reason Ottawa to be slow.
