Does the AOR mean IRCC has checked one's application and one has fulfilled all the requirements and one should just start preparing for the citizenship exam?

No. It simply means that the application is complete and no other documents are needed at this time. However, the case officer can still ask for more information and documents when the application starts to gets processed. Once the application is completely processed and all background checks are completed, then the applicant is called for a test.

Question to those who received AOR: Did you send your application via courier to the courier address or by Canada Post to the PO Box address?
