Not sure if I agree. My info sharing is passed but security and eligibility hasn't started till date.
Info Sharing is done alongside Criminality, usually earlier in the process. Security is usually the last step.
I say usually cos sometimes (and in some recent cases), IRCC has processed some applicants' steps out of the regular order due to COVID.
When I first ordered my GCMS notes it showed my Info Sharing was complete. And my eligibilility, security and criminality had not yet started.
Yeah that makes sense. I've seen some instances of that as well. Info Sharing primarily involves government counterparts and agencies outside Canada (specifically the Five Country Conference) so a lot of it is down to how quickly they respond to IRCC requests for information.

Eligibility remains "In Progress" until an Officer conclusively passes it. Recommend Pass is a good state, because almost always, the Officer will follow the recommendation from the Case Analyst, unless they left a note for scrutiny.

A number of July CEC folks received their COPRs today, which bodes well (hopefully) for subsequent applications.
