Asking on behalf of a friend:

When I called an agent today, he said my Criminality is in Progress and I have the same in my GCMS notes too. However, at the end of GCMS notes, it is as following in the GCMS.

"Primary Applicant PA RCMP Screening NRT 1 - India Police Certificate: Provided-NRT R10 OK Recommendation: Pass Criminality"

I got this GCMS notes on Dec 30.

Does that mean my criminality was passed (or) as the agent says, my criminality is still in progress.

looks like the criminality comment is from R10 check. An officer would need to have a look at your PCCs again to finalize criminality. Check the generation date if you’re GCMS (located at the end of each page), that’s the info at that time of generation. If you called IRCC after that date, then call center info is much updated than your notes.

I had to contact Hong Kong Police Department to mail my spouse's PCC directly to CIC VO office, which got delivered on Dec 30th.
Anyone on similar situation? Any thoughts on the next steps?

There is no set timeframe. They take as long as they need to based on the checks that IRCC conduct and the response(s) they get back from the various agencies

Kindly clarify this:
I got these information via calls, web forms.
My application was initially sent to CIO Sydney; then to Accra as Local visa office- where I was given ADR schedule 4; the ADR has not been reviewed to date since November 2, 2020; then now I have Accra as primary VO and Hong Kong as secondary Visa office.

My questions:

1) Who is to review the ADR, Primary or secondary VO?
2) who issues PPR, primary or Secondary VO?
3) kindly differentiate the function of primary VO from Secondary VO.

That sounds a bit off (though every case is different), did they ask for any additional documents? Eligibility is usually In Process right from the beginning.
You may like to ask for the GCMS notes just to be 100% sure that it's moving forward.

I have applied for PR as spouse not accompanying and have not gained any points hence the score 477. But, from notes they have interpreted as spouse accompanying and my crs score reduced to 423 and marked my Eligibility as review required (this was my latest notes dated for October) .

Should I raise webform to reiterate it is spouse not accompanying.

I also have the same status as @Sanjay35821 . CEC Inland applicant (single with no dependent). AOR August 10th, 2020. Same VO as Ottawa. I have a sinking feeling that my application is marked for rejection, since like you mentioned, eligibility is done early on in the application process. Ordered GCMS Notes 3 weeks ago, waiting for it to arrive, so I can see what's happening. Also order CBSA notes a few days ago to see if that arrives faster.

They would have rejected it 90 days in. Be positive.
