Look on the official website, there are no visa offices in Germany, it is officially done by Vienna. There are vfs offices but those are different to the actual visa offices that process our applications... Call IRCC or get gcms notes as yours will either be with one of the cio's in Canada or Vienna.

My aor is 6th september. I ordered gcms notes 3 months ago and i was under review required. An agent told me to call in april. I did it yesterday and i am not anymore at sidney but my file was transferred to local visa office. Do you think is possitive?

Guys, I just called the CIC and came to know that "my file is in queue to be reviewed by the officer" (this has been the status since Mar 20, 2019) and I was told that I will get the same response even though I raise a CSE asking the reason for the delay in processing. I am not sure how long will it take to see the light at the end of the tunnel but this is really frustrating as days pass by and I do not see any progress/movement on my application. Please find my timeline below for your reference.

AOR - 27 Aug 2018
Med Passed - 21 Sep 2018
Status - Eligibility under review
Security - Not started
Visa Office - Centralized Intake Office, Sydney, Nova Scotia

P.S:- I raised multiple CSEs before for changing my address, uploading a document that I missed (came to know from GCMS notes) and asking for the reason in the delay in processing after crossing 6-month mark.

Dude, "since March 20,2019" this is considered very recent. Also, this is the final review before making a decision. Expect to hear news soon.

CIC never gives any concrete response as to the reasons for the delay after the 6 month mark. People who are submitting their documents nowadays have convinced themselves of minimum 8-10 months wait looking at past trends
 
Just got a reply from CPC-CTD-Ottawa.
"Please be informed that your application is currently in queue for review by an officer. Unfortunately, we are not able to provide you with a date on which your file will be reviewed."
I guess it's a standard answer... but it's good to know that it's still on the line...

Review Required for "Job Duties". I came to know from my GCMS notes that my application not touched from Oct 2018 as I did not provide job duties of my primary NOC and experience of atleast 1yr. I sent that document immediately and got that "in queue for review" response.

I wish your words come true soon but my take on the agent's comment is, my security did not start yet and my eligibility is still under review. Also, my application is still with CIO, Syndney and not transferred to local VO. So, overall processing might take more time (going by the worst case i.e)
