Sorry I don't know much about work permits. I think AOR gives you an open work permit, OPNP letter is for closed work permit. You should seek advice from other more experienced people here.

If you want an open work permit definitely go for AOR. Just sharing my experience, I have applied for WP based on PNP and it has been 2 months and I have not received anything. Status is 'on hold'. You may have better luck going with AOR route, but you might want to seek out more information. I don't want you to be stuck like me.

I filed for my PR at new delhi visa office while I was in India, but i moved to my province in manitoba,canada does any one knows which office is faster for PNP nominee ottawa or Nova Scotia so that I can change my visa office from outland to inland.

Till now I haven't received any notifications from Immigration. (File number/ AOR etc).
Its already passed 10 weeks. Is that normal for Ontario PNP holders??

It is not normal as it seems to be delayed. I applied for PR on Aug 1 and I have no AOR yet either or any indication they received/reviewed my application.
