This is a helpful information I received before from someone in the forum who did her counselling before her visa and then she went back to CFO to get her passport stamped/sticker after she received her visa:
There are 2 kinds of seminars that are taken at the CFO office:
1. Guidance Counselling Seminar-for spouses of foreign nationals that are citizens of the country where they reside in whether naturalized or borned as citizen. If he attends this, he will receive a Guidance Counselling Certificate (about the size of a bank check). Please take note that upon leaving the Philippine Immigration at the airport, he should present the GCC , the CFO sticker and visa in the passport and the ticket as well. Without the GCC and the CFO sticker, he cannot leave the Philippines even if he has the visa an ticker with him.
2. Pre-Departure Orientation Seminar (PDOS) - for spouses of foreign nationals who are permanent residents abroad(not citizen yet ).
Guidance Seminar only has 15 slots while PDOS is 30 slots not so sure but you can check it on their website.
Go back again in the CFO office for the sticker once have your visa, the requirements are the following:
1. Original and photocopy of Passport;
2. Original and photocopy of visa;
3. Original and photocopy of Immigrant Data Summary for US bound/ Confirmation of Permanent Residence for Canada bound/ Certification of Eligibility (for Japan-bound);
4. Original CFO guidance and counseling certificate;
5. Duly completed emigrant registration form; and
6. Payment of the authorized registration fee.
Your should arrive at the CFO as early as 6am because there are lots of people lining up that early as well. Upon arriving there, you should ask the guard where is the line for spouses of foreign nationals that are citizen (if your husband is a Citizen)
Your should bring copy of your marriage certificate, 2 valid IDs, valid NBI Clearance (which says VISA CANADA). Have these documents photocopied because they will ask you to do so
The Guidance Counselling Certificate costs around P 400 and the sticker costs the same too.
Tip: Bring with you 5 pictures of both of the both of you together or save your pictures on your cell phone. And also remember important infos of each other such as birthdays, anniversaries, wedding date, and proposal date. The facilitator of the seminar will conduct one on one interview before he/she approves the form that your husband will fill up once he arrives there.
