there must be some sort of appealing which you can do if there is VO`s mistake.
And yes at this point you need GCMS for sure,..

Can i ask you for your VO number?

I had same problem he counted my off-campus work experience.
I had 13 months of experience with duties and correct NOC (0631)
And 8 months of off-campus experience with duties and wrong NOC 0631 (instead of 6311 - B)

On schedule 008 i have both position as both are skill.
He counted my total 21 months of experience with noc 0631 and i got rejection.
VO supposed to count only PGWP experience

you are right, it is unfair if we take the facts as have been stated by the PA. It would be good to see the detailed GCMS notes to get more insight into the refusal.

Probably.
My notes are still in progress even though I have requested them on June 6th. Hopefully I will get it soon

I did 2 years program but even if it was a one year program there is an exception for the post-graduate stream:

based on the OP 25 – Canadian Experience Class Guidelines that outline: “Applicants whose length of study in Canada is less than two academic years may be eligible if their credentials are for a graduate program (at least eight months) and a previous qualifying post-secondary educational credential (at least eight months), within the two years preceding the completion of the graduate program”.

Under the OP 25 statement you posted there is another part that includes exceptions (see above).

My lawyer sent an email with reconsideration letter to CIC.
She also attached the letter of employment from the XYZ company that I didn't include to my original application as I only needed 12 months of work experience and I had 18 months with my current Employer at the moment I applied. With the work experience at XYZ the total number of work experience i had at the time I filled my application will be exactly 24 months which makes me qualified under the other stream as well (24 months of full time work experience). So I'm qualified under both streams of the CEC.

JC00122 - that's the only number I found in the email.
