Honestly, i don't know. For me it took 12-14 days to get PPR after DM. Research shows some time it takes upto 3 weeks. No worries. I haven't received anything after DM. You could call CIC call center on Monday. for the flag polling process you don't need a U.S. VISA just tell them your flag polling and they'll give u a piece of Paper to take back to the Canadian side. You'll need some coins to get across the bride 50cents per person I think. Its easier to walk across than drive. It's not that long of a walk, plus the view is beautiful especially at night. Yea the 50cents is for walking. It's for the thinks that you walk through that spin don't know what they're called but they have them in the subways.
