Edit: Trust me, I presently live in an English speaking country and I have observed that it does make a big difference when you have the command over the language which the natives speak. It really helps, to gain acceptance and to be one among them.

I would not worry about his letter. This letter is not even remotely close to rejection. In FSW your uncle financial situation plays no part nor should it. Once you establish a relationship that's that. Those points can't be taken away from you unless they re-define the rules of FSW and back-dated. Forget about IELTS. All you need is a lawyer to help you respond to this BS. Good luck.

Harsh as it may be to hear, The VOs assessment is that your English is not up to standard required for your job set. You now need to prove the VO wrong and the only way to do that is you have to improve your IELTS score. I do not think a lawyer is of any use in this particular case.

The factors against you - low IELTS score and your Uncle is on the dole. While you have no chance to improve your uncles situation , you can certainly try to improve yours by sitting IELTS

After a long waiting Q This is really frustrating for me now, I am indicating some of my opinion to u for further procedures

Is it a common practice after obtaining 69 marks out of 67.

Is there is any probability to deduct my relatives point.

Previously they ask my relatives documents only ( On early April 2010).

Why not then point out the language factor.

Why they suppose to predict some individuals future in CA in reference with IELTS and others
after obtaining 69 selection point

There are lot of skill / Language development program runs everywhere throughout CA for New Immigrant then why they are assuming that there are no further development in that specific field.

They have organized such type of programs for the sake of new Immigrants, ultimately options are open for a new comer to build himself best in Canadian economy.

You know Now a days Every new Immigrant engage them self in such type skill development program because in the real life there is no suitable jobs available without Canadian experience or degree and it is common for all like doctors , engineers, It people etc.

And my relative is suffering now for this reason , you know he is completed his education from Michigan University USA though he has no positive result in job factor in CA because Lack of Canadian experience.

So further skill development is must in CA for new comers economic solvency.

Now come to another point which is economical support from relative.

In that case I do not need any financial support from my relative because I have my own required fund if that is not enough then I will have to submit more.

The main objective is only the 5 points for relatives residing in CA.

It does not mean that he is sponsoring me or I will be depend on him.

Because w are in FSW class Not in Family Class Sponsorship. ...

you better had listended to me yesterday afternoon, when brit Council or Wings were open till 7pm for IELTs registration. You are continously wasting your time, a day going by, youre losing valuable times.

IO's have gone crazy these days, as there are more n more Instructors in Canada suffering from job lossses. on top of that your uncle made the situation crazy for you. when the IO saw that your uncle was on Social assitance and probably IO also watched his job hunting records which might be so low which gave him an idea that your uncle was deliberately on Social Assitance rather than going for stiff job hunting, his temper went up and he thought that you'd also be following him. its a common human pshychology !!!

2 Solutions for you now:

Take IELTS, make special request to the centers. they might arrange an extra seat for you.
Consult with an expert immi Lawyer as some of the members said, coz they have handled these typa cases previously.

On 17 july there is no availability

If i did registered myself for 17 then it will take another 12 days for result
But my time line on or before August 3 2010

I think I should register myself on a later date and forwarded the documents to CIC and request them to hold my file untill the IELTS result submission

this problem occurred with one of my friend who scored low on IELTS, so didn't submitted the IELTS results and submit a proficiency proof. Consulate was not satisfied, so they asked her to submit test, she booked the test but same as your scenario she sent an email to london embassy with scanned copy of her registration slip. They extended her date by 10 days. with no issue.

yes, in 2nd attempt she scored 7.5 in three sections and 6.5 in one. She had the results so she submitted those which were received by visa office with a 2 days delay. I don't know is it possible for you or not, but she requested her test center that she want to collect the results rather then receive by post and test center was happy with that, I think normally test centers take 2 weeks to prepare the results, in my case I had the results via post in 13 days (Ontario, Canada), she picked up her results after 2 weeks so you can do the same.
